The coalition of local NGOs Increasing Transparency in Extractive
Industries (ITEI) holds its 10th General Assembly at the
AF-HOTEL-AQUAPARK in Novkhany, a settlement on the outskirts of Baku. The
meeting will hear the reports by the Board and the Monitoring Group of the
Coalition, and discuss the Action Plan of the Coalition for Year 2008, as
well as amendments and alterations in the Regulations of the alliance.
Meanwhile, as the term of office of the governing bodies of the Coalition is
over, it has been decided to review the organizational issues on the agenda.
The General Assembly will announce the members of the Board to oversee the
operation of the Coalition for the coming two years.
ITEI is a union of Azerbaijani civil society institutions and individuals in charge of the establishment and exercise of civilian oversight of the incomes from the development of natural resources and the use of the relevant receipts. In 2007, the Coalition successfully finished the first stage of its Strategic Action Plan for 2007 through 2010, following the completion of the projects by means of special resources – including the funding from the Open Society Institute – Assistance foundation (OSI AF), and the World Bank – employed by the alliance. During that period the Coalition also made the assessment of the auditor’s conclusion on the verification of the statements by the Government of Azerbaijan concerning the incomes it has made on and/or received from the development of extractive industries against the corresponding accounts disclosed by oil companies, and announced its alternative opinion on the issue to the public. The Coalition was on a par with other stakeholders in the approval of the audit company, as well as implemented a series of roundtables, seminars, talk shows on TV, radio dialogues with the focus on raising the awareness of civil society representatives, young people, representatives of regional self-governing bodies and NGOs, and the public, of the issues related to petroleum development, particularly oil incomes and the use of them, and launched a number of research projects, including the work on drafting policies to address pressing topics, and yet fostered co-operation with local, regional and international partners.
