Results of interrogatory held among 500 responders within the project supported by Norwegian Embassy in Azerbaijan Republic
Azerbaijan Republic’s oil producing, entering oil money to the country, and all processes related to it are the focus of attention. If we consider “black gold” s weight in a country’s economy and impact possibilities, we think, incomes, their spending, etc. have to be cause all Azerbaijan citizens to think. And we are not mistaken if we say transparency of these processes servers to all of our interests. The main goal of the organization that we represent “Improving Transparency in Extractive Industries” NGO Coalition is to help establishing transparency in this sphere and to obtain maximum participation of citizens in this process. Coalition has done many things since it functions. However, there are still many problems to be solved and much more strained and important problems are waiting for us in the future. We hold sociological researches permanently for the purpose of increasing quality of our work, improving our organization’s work, to continue our function more effectively and efficiently, to develop successes we gained and to draw citizens to these processes. The interrogatory drawn to your attention is the composition of this function. The interrogatory was conducted within the project held by support of Norwegian Embassy in Azerbaijan Republic.

Majority of citizens participated in the interrogatory (67, 88%) think that they have opportunities to get information about oil revenues. Only 14, 8% of them think that this information is not sufficient. 53, 08% think they can get information partially, and 23, 38% think that they can not get any information. And 3, 7% are not interested in these processes at all.

“From what resource do you get data about oil revenues mostly?” it is clear from this question that leadership as an information resource belongs to television. So, most of interrogatory participants (56, 76%) get information from television only or as well. But there are people who get information from other resources. 17, 27% of responders resort to newspapers, 11, 1% to internet, 2, 46% to the radio for getting information. 23, 44% consider reports of unofficial structures as the most reliable resource (some responders expressed concretely NGOs). And 3, 7% use their opportunity to get information from other resources (these resources were not mentioned).

It is known from interrogatory that not all of responders feel oil revenues’ impact on their lives. So, only 38, 25% signify that oil revenues somehow impact on their lives. Only 12, 34% of them answered positively, and signified that this impact was significant. 29, 61% feel these revenues only in construction works in the country, but 32, 08% do not feel the country as an oil country and do not know where or to whom are these revenues spent at all.

It is interesting that only 7, 4% of our citizens participated in the interrogatory think that spending oil revenues is efficient. 37, 02% are satisfied partially and think it could be managed much more effectively. 43, 19% are absolutely displeased with management of the revenues, it is a regretful state that 9, 87% do not have any information about it, and 2, 46% do not think and interested in it at all.

To the question “What do you think, directing to what direction of oil revenues can be more efficient?” responders answered differently but all of them had one desire: more effectively spending of oil revenues and country’s development, and prosperous living of future generations. Cares of today, solution of daily problems, and intention to draw attention to this direction are legibly felt in these suggestions. So 44, 42% noted solution of social-economic problems and assigning considerable finance to this sphere as a main problem of today. For the purpose of to get more successful results, responders consider to assign finance as below would be effective: 37, 52% -to development of economy, 24, 68% -gathering for future generations, 22, 21%-assignment subsidies to agriculture, 11, 1%- spending to investments. On the other hand, the considerable fact was the majority of opinion asked countrymen (61, 7%) think that to assign money to study, education would be better. Obviously, it is connected with displeasure with attitude to education- study today, and possibly youth see their future prosperous in development of education. 23, 38% think that the most important thing is a population’s health and consider directing considerable part of incomes to health would be more efficient. 24, 68% of responders want revenues to be assigned to the military expenditures, and it is the indicator of desire to spend all resources for the purpose of release occupied territories soon.

The question “What do you think, to who oil revenues’ management should be trusted?” showed that, in spite of all problems and dissatisfactions, population is supporter of trusting revenue management to state bodies. If we believe to sincerity of responders 66, 63% want this process to be managed only by official structures. 31, 48% believe only in President and think it would be better if he manage all of it directly himself. 24, 07% of responders consider to charge this responsible work to Oil Fund, 24, 07% to Parliament, 20, 35% to Government is much expedient and believe that it will be more efficient and productive. Nevertheless, one fact should be mentioned that, exactly 5, 55% of responders signified this opinion, while answering particularly emphasized- “in case of holding normal elections”.

Interesting case was that, 6, 17% of responders want revenues’ management to be trusted to NGOs, and 2, 46% want them to be trusted to the political parties. This can be explained as wanting more transparency in these processes and on the other hand in such situation that there is nihilism in the society, public-political bodies still have some influence.

We should note that, while research and analyzing the interrogatory originality of answer exactly to this question have been discovered. So, responders sounded unlike thoughts that were in the form. For example, 23, 07% of responders who noted to trust management of oil revenues to Parliament, especially emphasized that “in case of holding normal elections”. On the other hand, 24, 74% did not want to answer, or answered absolutely different answers that were not mentioned in the form. 13, 57% of responders noted “people” as a sole object that can manage revenues. Indeed this indicator is a little bit strange. Besides there were mentioned “NGO and Government together”, and “People who think about population”.  Citizens who think much more radically noted that in such corrupted country there cannot be trusted to anybody.

Answers to the question “How do you evaluate present situation of public oversight on oil revenues?” showed that population dissatisfied with present situation and population think that there are quite many problems in this sphere in the country. So, only 14, 8% evaluated positively present situation of public oversight on oil revenues. 17, 27% think that this situation is satisfactory and that there can not be better now. Opinion of 40, 72% can be considered as a self-criticism. They think public oversight on oil revenues is weak. People’s passiveness and non-exactingness is a cause of it. 27, 14% think that there is not public oversight at all. As society’s attitude to EITI NGO Coalition is important for us, we tried to explain this problem in analyzing of this question’s answer. We can say as a result of analyze of interrogatory that 32, 07% of responders consider EITI NGO Coalition’s activity as satisfactory. 14, 8% consider present situation of public oversight on oil revenues well and that everything in this sphere had been gained by EITI’s activity. Another part considers this activity satisfactory. On the other hand, responders who say there is no public oversight on oil revenues did not forget to mention EITI’s activity as useful.
