By citizens of the Azerbaijan Republic in support of the Extractive Industry Transparency Initiative (EITI)

We, the citizens of Azerbaijan,

taking into account the expected windfall resulting from the development of the country�s natural resources, and hydrocarbon resources in particular;

aware of still existing risks of ineffective and arbitrary use of public funds in Azerbaijan;

remembering the bitter experience of most countries in using their oil revenues, which turned into a �resource curse� for them;

acknowledging that transparency and effective use of Azerbaijan�s oil revenues in the name of conducting drastic reforms and improving the well-being of citizens is a top priority task for the national development for the next two decades;

taking into consideration the aims and objectives of the Extractive Industry Transparency Initiative (EITI) and realizing its usefulness in facilitating public oversight over oil revenues,

We are expressing our full support for the Extractive Industry Transparency Initiative (EITI) and are urging the government and companies engaged in the development of natural resources to continue facilitating the development of the initiative in Azerbaijan.
