The third general meeting of the Coalition "For Improve Transparency in Extractive Industries" was held at Baku Business Center on October 15, 2004. After listening to the Council's report on the activities undertaken after the Coalition's second general meeting, participants discussed the proposed signing by the Coalition of the Trilateral Memorandum of Understanding between the Government Commission To Improve Transparency in Extractive Industries, the Azerbaijani NGO Coalition and foreign oil companies operating in Azerbaijan. Although members of the Coalition had serious objections to some provisions of the Memo, they agreed to sign it in order not to delay the application of the Extractive Industry Transparency Initiative in Azerbaijan.

Then, the Coalition elected two main and two reserve members to represent it in the Choice Group which will choose an auditing company. The auditing company will match the reporting forms to be submitted by oil companies to the Azerbaijani government and those on revenues prepared by the Azerbaijani Government Commission and announce the results.

Then, the decision was made to conduct the fourth (reporting and election) general meeting of the Coalition in the middle of November, 2004.

The meeting was attended by the executive director of the Open Society Institute's Azerbaijan Foundation, Mr Farda Asadov.
