Agenda and decisions approved

1. Information on and discussions over those who confirm their membership at the Coalition;

   In connection with issue, Mr Sabit Bagirov has said that 62 members had answered the request, while 28 yet had failed to do so. It has been decided to be with failed respondents through phone and let them specify, in a last-ditch attempt, whether they will remain in the Coalition as members or not.

2. Discussion of the draft changes in the Regulation of the Coalition

   Mr Sabit Bagirov has submitted draft changes in the Regulation of the Coalition for consideration to the participants of the meeting. He has noted that the corresponding proposals by Nariman Aghayev had been also taken into consideration in the present wording. For their part, the participants of the meeting have come up with further amendments and alterations. It has been decided that the final wording of the charter ? taking into consideration the above-mentioned proposed changes - be sent to members of the Coalition and be approved at the upcoming general meeting.

3. Discussion of draft changes in the Regulation of the Board

   Mr Sabit Bagirov has submitted the proposed changes in the Regulation of the Board for consideration to the participants of the meeting. The Regulation has been approved in full, following clarification of certain items.

4. Discussions over the 2007 Action Plan of the Coalition

   Mr Sabit Bagirov has submitted the 2007 Action Plan of the Coalition for consideration to the participants of the meeting. The following proposals have been forwarded during the discussion:

   - 2007 activities of the Coalition need to be prioritised;

   - reports, covering the projects in 2006, need to be presented and posted at the website (of the Coalition). Also, the corresponding reports need to be assessed, and the project co-ordinators must be applied via email on this;

   - a consolidated report, covering the results of the 2006 activities of the Coalition, needs to be prepared and assessed;

   - a strategy for 2007-2010 needs to be developed;

   - a united project on the 2007 activities of the Coalition needs to be developed (to the same point, Mr Sabit Bagirov has said that the united project is being developed);

   - an alternative project needs to be developed against the Action Plan which has been submitted for consideration.

   Decision:

   1) The extraordinary meeting of the Board is to be held on December 16th.

   2) After preparation, the project on alternative Action Plan first needs to be emailed to members of the Board (Mr Inqlab Ahmadov).

   3) Project co-ordinators need to be applied via email on urgent preparation of the reports on the results of the projects implemented in 2006 (Mr Sabit Bagirov).
