COUNCIL MEETINGS Coalition EITI (September 29, 2006)

8 members of the Council, 12 members of the Coalition.

Agenda and decisions approved

  1. On the state of implementation of the decisions approved at the previous meeting

Four persons have been nominated in the capacity of candidates for the EITI Board: Mr Sabit Baghirov, Mr Inqlab Ahmadov, Mr Qubad Ibadoqlu, and Mr Mayis Gulaliyev.

  1. Information on the campaign being carried out by the Coalition

Mr Oqtay Gulaliyev provided information about the first week of campaigning. The corresponding release was circulated among participants of the meeting.

  1. State by the Working Group concerning the status of membership at the Coalition

Mr Oqtay Gulaliyev, a member of the working group, provided information about the results of examination of the submitted membership applications. Mr Telman Zeynalov and Mr Nariman Aghayev followed him with their own additions.

Decision:

Postpone the admission of new members to the Coalition till the general meeting of the Coalition in December. During that leeway, there need to be drafted amendments to the Regulations of the Coalition and changes in the rules concerning the admission (of new members) to the Coalition.

  1. Regulation of relations with Supporting EITI, a coalition based in Ganca

Mr Nariman Aghayev informed of the completion of the task he was given by the Board, got in touch ? personally and via a telephone ? with members of the coalition, which was established in Ganca, and discussed and finally agreed the issue of regulation of relations between the two coalitions. In accordance with the corresponding agreement:

- The establishment of the Supporting EITI coalition does not run counter to the Regulations of the ITEI coalition;

- Two sectors, to be conventionally named oil and non-oil sectors, will be set up in the framework of the ITEI coalition;

- Representative bureaus must open in economic regions of the country, and a representative from each of them will be elected as a member of the Board in the future;

- The Supporting EITI coalition, which was established in Ganca, must be transformed into the regional representation of the ITEI coalition in that area and be actively involved in the development of the non-oil sector;

- Financing of regional representations (office expenses, etc.) must be taken into consideration beginning from the next year;

- The logo of the Ganca Coalition is abolished and replaced with that of the ITEI coalition, with an inscription non-oil sector to be written down below the symbol;

- The scope of authority and status of the representation will be determined through joint discussions.

Mr Aslan Valiyev and Mr Irshad Abbasov, the two representatives who came from Ganca, confirmed the above-mentioned agreement.

Mr Sabit Baghirov said that a number of the following issues needed to be solved with respect to the agreement:

- a set of corresponding changes in the Regulations of the Coalition must be drafted and then approved by the Coalition;

- a grant project must be drafted so the access be got to the sources of finance in order to set up the activity of the Coalition in the non-oil sector.
