COUNCIL MEETINGS Coalition EITI  (September 08, 2006)

Participants:

10 members of the Council, 1 member of the Monitoring Group, 12 members of the Coalition.

Agenda and decisions approved

  1. On the state of implementation of the decisions approved at the previous meeting

    Mr Sabit Baghirov provided information on the status of implementation of the decisions approved at the previous meeting.

  1. Preparations for the Oil Revenues are Ours All campaign to be launched by the Coalition

Mr Oqtay Gulaliyev, the co-chairman of the working group, which was set up to organize the campaign, provided information on the corresponding preparatory measures that had been taken recently.

? The campaign will be implemented from September 18th through October 17th, 2006 (one month)

? There has been planned to carry out nine projects in the framework of the campaign:

1. Organization of lectures and discussions at universities; Mr Ehtiram Ali is the responsible person

2. Talk Show targeting oil revenues on ITV (public television); Mr Faqan Aliyev is the responsible person

3. Organization of regional conferences for the public

4. Radio debates on the subject of Oil and Challenges; Mr Vahid Qazi is the responsible person

5. Strengthening the role of media in transparency initiatives ? finalization of journalist contest and organization of two media forums, in Baku and Ganca; Mr Oqtay Gulaliyev is the responsible person

6. Broadcasting of commercials on TV; Ms Mehriban Vazir is the responsible person

7. Broadcasting of the Oil and the Wealth of Millions documentary on regional TV channels

8. Organization of the roundtable Public discussions on delays in the audit of SOCAR and the state of transparency in the company; Mr Zohrab Ismayil is the responsible person

9. Organization of a conference for the public; Mr Faqan Aliyev is the responsible person.

In addition, it has been planned to address a special call to the public of Azerbaijan, to distribute various books and other publications, to design posters and to have a walk in the Coastal Park (boulevard).

Mr Sabit Baghirov added that an Internet forum would be set up for school pupils during the campaign.

Participants of the meetings came up with certain proposals and raised questions concerning the above-mentioned projects. In this respect, some clarifications were provided.

  1. Discussions over draft Statement by the Coalition on the results of the 4th audit

Mr Sabit Baghirov presented this document to the participants of the meeting and answered to questions. It was decided that the participants of the meeting be given three days to become acquainted with this document and, in case of availability, send their proposals to Mr Sabit Baghirov. Once prepared, the final version of the statement needs to be circulated in the media and posted at the website of the Coalition.

  1. Introduction of Supporting EITI, a coalition based in Ganca

Mr Aslan Valiyev, a representative of Supporting EITI, a coalition set up in Ganca, provided information on the reasons for the establishments of the new body, its objectives, members, etc. He particularly noted that the new coalition would co-operate with the Increasing Transparency in the Extractive Industry (ITEI) coalition, with a special focus of collaboration on ensuring transparency in Azerbaijan?s mining industries, including oil and gas. Some participants of the meeting expressed concern over dual existence of two coalitions, which have the same aim and members, and, therefore, can create confusion among partners and the public, lead to certain misunderstanding and even contradiction. Taking this into consideration, it was requited to find a solution to a set of different issues such as ways of co-operation between the two coalitions, and bringing clarity into the status of members of both coalitions. Other participants of the meeting articulated that it would be wrong to prevent a citizen or a separate public union from creating a coalition as the realization of their will in regard of solving certain issues, and expressed their support to the emergence of such coalitions.

At the end of discussions, it was decided to appoint representatives from both sides and set up a Working Group to study organizational contradictions between the two coalitions, explore the optimal ways of joint activities and co-ordination in general.

Mr Nariman Aghayev and Mr Chingiz Dadashov were elected the members of the Working Group on behalf of the ITEI Coalition.

  1. Discussion of the LOGO of the Coalition

Mr Sabit Baghirov presented different logo schemes to participants of the meeting. Discussions resulted in the approval, with certain changes, of one of the proposed logo designs.

  1. Discussion of a project proposal by Mr Mubariz Taghiyev, a coalition member

The author provided brief information on the project he had proposed, and answered questions.

Decision: The Board is to support the project to submit it for consideration to donors
