Participants:

6 members of the Council, 11 members of the Coalition.

Agenda and decisions approved

  1. Discussions over the results of voting with respect to membership at the Board

    Addressing the audience Mr Sabit Baghirov announced the results of the voting, which was conducted, as was set out in accordance with the corresponding decision of the Board, through the Internet involving the members of the Coalition.

    Only 53 members of the Coalition participated in the voting, with the following structure of the votes:

    21 were in favour of granting both Mr Avaz Hasanov and Mr Telman Zeynalov with the suffrage

    27 supported the admission of Mr Ilham Huseynli to the Board as a member following his acquisition of the third biggest amount of votes at the 7th general meeting of the Board discussing the affiliation of new members

    5 abstained from voting

    In accordance with the results of the voting, Mr Ilham Huseynli was approved as a member of the Board.

  1. Discussions of the corresponding principles and the regulations of the magazine of the Coalition.

Mr Sabit Bagirov submitted the principles of the magazine of the Coalition, which he was commissioned to develop, for consideration to the Board. Mr Oqtay Gulaiyev came up with a proposal to allot certain period of time in order to get acquainted with the document and prepare corresponding changes in it. Mr Telman Zeynalov came up with a proposal to approve the existing document as a basis and, following virtual discussions over it, to proceed with discussions at the nest meeting. Ms Mehriban Vazir came up with a proposal to hold discussions at the current meeting and proceed with them via the Internet. Members of the Board arrived at a decision to bring up the submitted document for discussion. The document was discussed item by item, and the following decision was made by the Board afterwards:

Decision:

To approve the submitted principles concerning the magazine of the Coalition

  1. New aspects of transparency policies of the World Bank and the European Bank for Reconstruction and Development, and a statement on Transparency approved at a meeting of the Group of Eight (G8)

Mr Sabit Bagirov briefly presented the contents of these documents to the participants of the meeting and noted the importance of the papers with respect to ensuring transparency. Mr Inqlab Ahmadov proposed that the Coalition be actively involved in discussions over such documents. He noted the admissibility of setting up a separate team for that purpose.

  1. Current Issues

  • To invite a representative from the Supporting EITI Coalition, established in Ganca, to the next meeting of the Coalition.

  • Project managers present regularly information on the ongoing projects being implemented by members of the Coalition, to the Board.

  • The Co-ordinator is to apply to members of the Board with the purpose of putting in order the issue of attendance at meetings, and the corresponding issue needs to be brought up for discussions at the next meeting of the Board.

  • There was determined a set of tasks to the working group, which was set up to study applications for membership at the Coalition and to specify the status of the existing members of the Coalition.
