Participants: 8 members of the Council, 17 members of the Coalition and an OSI AF representative. Agenda and decisions approved Considering the principles and procedures of admission of new members Decision: -
It was decided to set up a working group involving Fuad Qahramanli, Nariman Aghayev, Telman Zeynalov, Ogtay Gulaliyev and Mubariz Taghiyev. The working group has been commissioned to: a) conduct a poll among the existing members of the Coalition, in order to clarify whether they really exist as an organization and a coalition member or not; b) analyse recent membership applications to the Coalition, and submit the corresponding report and recommendations for consideration to the Board. -
New members need to be admitted to the Coalition through voting of the members of the Board. This condition must be added to the procedures of admission of new members to the Coalition. -
Discussion of a project on conducting roundtables for females in regions. Ruhangiz Husseinova, the sponsor of the project, informed the audience about the purpose of the scheme. Finally, after some proposals were voiced on the project during the discussions, the Board made a decision on the approval of the project. -
Completion of the list of Coalition delegates for an international EITI conference to be hosted in Oslo, Norway/Discussion of the corresponding proposal of the co-ordinator of the PWYP Coalition Mr Sabit Baghirov has informed (the audience) that the organizer of the conference, the International Advisory Group, had commissioned the PWYP Coalition to send invitations to the delegates to the Oslo conference. Through Mr Baghiorov, a member of the International Advisory Group, had protested against such a decision, his opinion has failed to meet with approval among the majority of the members of the Group. Correspondingly, the co-ordinator of the PWYP Coalition has prepared the list of delegates including four representatives from Azerbaijan ? Mr Sabit Baghirov, Mr Inglab Ahmadov, Mr Mayis Gulaliyev and Mr Qalib Afandiyev. During the discussion, it was proposed to approve the list of delegates. At the same time, Mr Ogtay Gulaliyev came proposed to write down a reply letter with the requirement that next time delegate countries themselves approve representatives to the events of this kind. In addition, the reply letter needed to contain a request as well ? to invite one more representative from Azerbaijan, Mr Qubad Ibadoghlu, to the conference. At the end of the discussion, it was decided to approve the originally prepared list on condition that the proposals voiced during the discussions would be reflected in the reply letter. -
Opinion of the Coalition towards the country of residence of the EITI Secretariat The general consent of the members of the meeting was to choose Oslo as a more appropriate venue (for the EITI Secretariat). -
About the composition of the Board Mr Sabit Baghirov S. Bağırov has informed (the audience) that after voluntary resignation of Mr Mayis Gualiyev from the membership at the Board, discussions were required to approve a new member for the vacant post. Different proposals followed. At the end of the discussion, it was decided that Mr Sabit Baghirov, as the co-ordinator of the EITI Coalition in Azerbaijan, would send emails to every single member of the Coalition, asking them to express in writing what procedure they would find appropriate with respect to the election of a new member of the Board. Depending on the replies, the issue on the election of a new member of the Board will be brought up for discussion at one of the upcoming meetings.
