  1. On individual statements by companies

    Decision:

    On behalf of the Coalition, to apply to all local and foreign companies operating in Azerbaijan, for those individual statements and publish the corresponding applications in the press.

  1. Results of the international conference on EITI

    S. Bagirov:

    - participants: the Government of Azerbaijan, foreign embassies, some representatives from foreign countries ? 40 altogether; also, two delegates from the EITI Secretariat, eight people from financial institutions (the World Bank, the European Bank for Reconstruction and Development, the Asian Development Bank, the International Monetary Fund, the United Nations Development Programme), seven delegates from companies, 32 delegates from foreign NGOs, 50 delegates from local NGOs, and 21 media representatives.

    A total of 175 participants attended the first day of the conference, with 80 and 60 delegates on the second and third days, correspondingly (See: full list).

    -addressing the first day of the conference were 12 speakers, and 10 people reported on the second day of the conference (See: the conference agenda)

    -roundtables: three roundtables on the second day of the conference (See: the conference agenda)

    -results of the roundtables were brought up for discussion and a working group was set up after. Composed of S. Bagirov, I. Ahmadov, M. Gulaliyev, F. Assadov, H. Parham, K. Moldogaziyeva and M. Issabayov, the working group will work on proposals and submit certain proposals, concerning the discussed issues, for consideration to the EITI Secretariat and the International Advisory Group. Mr Ahmadov has undertaken obligations to prepare these proposals. Conference proceedings will be compiled in form of a book and be published in the Azeri, English and Russian languages.

    -reports: two reported on the third day of the conference (See: the conference agenda)

    - a working group, involving 10 members, worked at the conference. No complaint has been received with respect to the organization of the conference. Quite the contrary, most of delegates have expressed their content (with the conference).

    - the realization of the conference cost approximately 72,000 U.S. dollars. Of the total, some 30,000 U.S. dollars were spent on travel expenses and an additional 20,000 U.S. dollars on hotel accommodation.

    Among participants of the meeting, Mr M. Gulaliyev, Mr O. Gulaliyev, Mr I. Husseinov, Mr Sh. Husseinov, Ms M. Vazir, Mr Q. Ibadoghlu, and Mr S. Rahmanov addressed on the conference and expressed their gratitude to the working group for the high level of organization of the conference.

    Mr M. Gulaliyev dropped remarks on relatively weak attention to the advocacy of the Coalition at the conference, while Mr Q. Ibadoghlu stressed on the absence of the representatives from the Government and companies on the second and third days of the conference and non-compliance of certain reports with the subject of the conference.

  1. Activity of the working group in accordance with the Action Plan of the Coalition:

    Decision:

    The corresponding working group, envisaged in the Action Plan as part of the ?Oil Revenues are Ours? campaign, convenes a meeting on April 17th, at 11 am, to discuss all project proposals and the initial draft of the project. In accordance with the decisions, to be approved at the meeting, the single project will be prepared and brought up for discussion at the next meeting of the Board. In this connection, should someone have a proposal he/she may send it by email to Mr S. Rahmanov. Responsible for the preparation of the project are Mr S. Rahmanov and Mr O. Gulaliyev.

  2. Discussions over the project prepared by Mr Vahid Qazi:

V. Qazi:

-The project envisages 25 radio debates, each to last 50 minutes, on condition of the representation of an opponent party. This project can also be implemented within the framework of the above-mentioned campaign. Project duration is six months.

Decision: To update the project and provide it with a letter of support from the Coalition, by taking into consideration the proposals voiced during the meeting.

  1. Current issues

S. Bagirov:

- One of the earlier approved decisions was about investigations into the impending real threats that might be caused by excessive expenditures of the Oil Fund. It was considered to conduct a roundtable on the issue, with Mr Q. Ibadoghlu commissioned to prepare the corresponding presentation.
