1. Approval of contenders for and executors of the 2006 Action Plan of the Coalition

It was decided:

In addition to Article 9 of the Charter of the Coalition, new rules must be set out in order to mirror the newly formed situation. M. Gulaliyev has been mandated to draft the Rules and submit the project for consideration to the Council at one of the upcoming meetings.

In accordance with Article 9 of the Charter of the Coalition, it is possible to provide funding for the areas of activity, which are not relevant to EITI principles and have not been included in the Action Plan – human rights, etc.

Some funding must be secured in order to provide representation of regional representatives of the Coalition at meetings of the Council.

2. Discussion of the conclusive report, prepared by I. Ahmadov, on the results of the latest EITI audit

It was decided:

To translate the conclusive report, prepared by I. Ahmadov, on the results of the latest EITI audit into the English and Russian languages, and provide the coverage of that report by different sources of information, including different newspapers and websites, in Azeri, English and Russian. Also, to send separate inquiries to competent agencies about the audit-related issues which have turned out to be not clear to Coalition members. Afterwards, to hold a roundtable with participation of parties to the Memorandum, once having these questions answered.

3. Discussion of the draft appeal to the President on behalf of the Coalition asking the Head of State for assistance in securing membership for a representative of the civil society in the Observation Council of the State oil fund, in accordance with the corresponding provisions set out in the Regulations of the Fund.

It was decided:

To approve the wording and ensure the delivery of the appeal to the President, taking into account the amendments, which were proposed and then revised by the Council.
