  1. Delegation of work responsibilities for the 2006 Action Plan of the Coalition

It was decided:

To include – as an item “number 0” addition to the Action Plan – a photo competition and a photo exhibition, to be organized in the framework of the campaigns known as EITI monitoring and evaluation in Azerbaijan and Oil revenues are ours all.

It was decided:

All members of the Council must determine – at the earliest possible date – the items of the Action Plan they aspire to implement, and to apply to members of the Coalition for keeping the Council informed of the items of the Action Plan they aspire to implement.

  1. Discussion of the results of the audit of the latest report on EITI

It was decided:

Before the next meeting, to be held next week, I. Ahmadov was mandated to draft – and to send other members of the Council – the initial statement of the Coalition on remarks concerning the (audit) reports and conclusions. The corresponding statement must be made at the next meeting of the Council.

  1. Discussion of the draft letter, to be applied to the President on behalf of the Coalition asking the Head of State for assistance in securing membership for a representative of the civil society in the Observation Council of the State oil fund, in accordance with the provisions set out in the Regulations of the Fund.

Participants of the meeting shared views and exchanged opinions concerning the purport of the letter, and some proposals were made. It was decided to resume discussions at the next meeting of the Council.

  1. Issues concerning the international conference to be held by the Coalition in April

It was decided:

To mandate the Organizing Committee with the setting up of the corresponding work group and approve the team leader to be in charge of the organization and holding of the conference.

  1. Current issues

Aslan Ganja, a member of the Coalition, applied to the Council for establishing a solution to three issues:

arrangement of conditions for the participation of regions-based members of the Coalition in meetings of the Council;

inclusion of the items concerning the protection of human rights, in the Action Plan;

support of a BTC-related draft project by the Coalition Council.

At the end of discussions, it was decided:

To invite the author of the request to a meeting of the Council and then discuss the issues raised (at the present meeting).
