  1. Discussion of the fields of activity of the Council for 2006 (clarification of the attitude of the Coalition towards the beginning of the use of huge amounts of money, accumulated at the State oil fund, by the Government of Azerbaijan) – resumption of discussions first opened on January 6th

It was decided:

The Coalition will not express its opinion towards the issues irrelevant to its activity (decisions by the Government, laws, etc.);

The Coalition must express its opinion towards the receipts and expenditures of the State oil fun. With that end in view:

  • to make a request to the State oil fund for the clarification of the methods for the forecasting of the receipts of the Fund for 2006;

  • to prepare a report on potential macroeconomic effects of these receipts (responsible person – G. Ibadoghlu)

  • once prepared, to submit the report for consideration to the Council;

  • to hold a roundtable – and invite a representative from the State oil fund – before the presentation of the report (responsible person – S. Baghirov)

  1. Presentation of the 2006 Action Plan of the Coalition to donors on January 17th

  • S. Bagirov briefed the audience of the preparations for the presentation of the Action Plan to donors:

  • the presentation will be held at the conference room of the Excelsior Hotel, on January 17th, 2006, 11:00 am till 1:00 pm;

  • letters of invitation were sent to about 30 addressees (donor organizations, foreign embassies, oil companies, the State oil fund, members of Milli Majlis (parliament);

  • the Open Society Institute/Assistance Foundation provided financial support to the organization of the event;

The programme of the event was discussed, and S. Baghirov was mandated to prepare the corresponding report and present it at the gathering.

  1. Accession of new members to the Coalition:

Aks-Sada (resonance) International Center for Journalist Investigation (Sevinj Karimova is the head of the organization) and Movsumov Shamil, an individual, were affiliated to the Coalition, on the basis of the corresponding applications, after winning the majority of votes of Council members.

  1. Current issues

F. Assadov came up with a proposal to set up the Organizing Committee for the start of preparations for an EITI conference, to be held in Baku in April, and to draw up the corresponding scheme and submit it for consideration to donors.

It was decided to set up a five-member organizing committee – involving Sabit Baghirov, Inglab Ahmadov, Gubad Ibadoghlu, Mayis Gulaliyev and Fagan Aliyev – to be in charge of preparations for the EITI conference in Baku, April 2006, and to hold the first meeting of the Organizing Committee at the offices of the Open Society institute/Assistance Foundation, on January 18th, at 5:00 pm.
