Agenda

  1. Working Group discussion of proposed changes to the Memorandum at the State Oil Fund;

  2. Discussion of Avaz Hasanov’s draft suggestion;

  3. Discussion of the action plan concerning the division of responsibilities;

  4. Current issues.

Decisions made at the meeting

1. The first meeting of the Working Group comprised of signatories to the Memorandum was held at the State Oil Fund on June 2, 2005. The Coalition was represented by three people at the meeting – S. Bagirov, Zohrab Ismayil and S. Rahmanov. Discussions were held on changes to the memorandum. The following issues were mainly touched upon:

· how important is it to amend the memo;

· the possibility of operator companies joining the memo (this suggestion was among its the Coalition’s last year suggestions);

· introducing a separate item on associated gas to reports;

· Impex has given its tentative consent to signing the memo;

· Four to five companies have agreed to individual disclosure, but if the consent is not universal, they won’t be able to do that either. The discussion of the issue will be continued;

· The sides will send their suggestions to others early next week;

· The next Working Group meeting will be held on June 16, 2005.

2. The meeting participants supported Avaz Hasanov’s suggestion of a project to prepare a 50-page information brochure in Azeri and English for Coalition members. The Council decided that a letter requesting the allocation of financial resources be sent to a donor to support three projects (M. Gulaliyev’s Source Book and Vahid Qazi’s Measurement of Transparency book).

3. Considering the need for an in-depth discussion of the issue of division of responsibilities, the decision was made to continue the discussion of it on the basis of suggestions voiced at this meeting.
