1. Discussion of the project prepared by Mayis Gulaliyev and devoted to the Coalition Strategic Plan.

2. Outcomes of the meeting between the parties to the Memorandum held at the Oil Fund on May 19

3. About temporary arrest of R.Nurullayev, the Council member by law-enforcement agencies.

4. Present-day problems.

Decisions adopted at the meeting

On the first issue:

1. To consider translation, publication and presentation of the «Source book» as independent project separate from project devoted to the Coalition Strategic Plan

2. During 3 weeks to realize translation and publication of 200 copies of the «Source book» within the current grant project financed by DFID which includes leasing office, administrative costs, translation and other. When the book is ready its special presentation and trainings for the journalists and NGOs must be carried out and this work can be implemented within a separate grant project.

On the second issue:

1. The next meeting of the Selection Group was held and the companies' representative was elected as chairman.

2. On May 23 the envelopes from audit companies will be opened and the audit company for the next stage will be selected. The Coalition members who are a part of the Selection Group must participate.

3. The audit company will prepare aggregated reports covering 2004 and express its opinion about them.

4. The Working Group consisting of representatives of three parties will be established and beginning with 2005 it will develop additions and amendments connected with Report Forms and the Memorandum.

5. Still officially the Coalition`s suggestions connected with amendments to the Memorandum have been submitted.

6. The following persons were recommended to the Selection Group of the Coalition: 1.Sabit Bagirov; 2. Inglab Akhmedov ; 3. Zohrab Ismayil; 4..Sevgim Rahmanov.

7. Issue connected with individual reports will be considered within the Selection Group.

8. The measures will be undertaken to eliminate lack of correspondence in the first reports and these measures will be noted at the discussions of the Working Group.

9. The issues considered as confidential must be proved and for this purpose there will be held Round table by the suggestion of the Coalition members.

10. On behalf of the Coalition there has been shown displeasure connected with Deloitte and Touche Audit Company`s refusal to answer the Coalition`s questions. In the Memorandum or in the agreements which will be signed with audit company by appropriate point there must be noted that audit company must answer enlightening questions of the parties to the Memorandum on reports and reviews.

On the third issue:

1. To assign O.Gulaliyev to prepare the Coalition Statement reflected its anxiety connected with arresting R.Nurullayev, the Council member and promptly inform mass media.
