Agenda

  1. Discussion connected with meeting of the parties to the Memorandum and representatives of «Deloitte and Touche» Audit Company held on April 6 at the Oil Fund;

  2. Conducting general meeting of the Coalition;

  3. Discussion of Ogtay Gulaliyev`s suggestion on the work with mass media.

Decisions adopted at the meeting

  1. The Council considers the meeting held on April 6 at the Oil Fund as more constructive and rational in comparison with such meetings held earlier. However during the meeting an undesirable incident took place. It was a claim to the Himayadar organization, member of the Coalition connected with its explanation of reports in Azadlig newspaper. The explanation was given not on behalf of the Coalition. The Council considers that each organization has a right to independently express its thoughts. And the parties to the Memorandum must observe the principle of pluralism;

  2. Making decision at the meeting within such a format is difficult both for the Coalition members and companies. Therefore the Council must discuss again the principles of creation of the trilateral working group which was mentioned at the meeting;

  3. There is a need for improving the Memorandum. The Coalition`s suggestions of July 11, 2004 must be overworked again (it was assigned S.Bagirov and I.Akhmedov) and submitted to the Council till April 15 to be discussed;

  4. To provide both continuation and improvement of the process to suggest to the parties to the Memorandum to prepare and compare reports for the second six months of the year 2004 using previous rules and semi-annual reports for the year 2005 using improved rules;

  5. Taking into account the submission of the first reports and problems discussed at the Conference in London on March 17 and a need for improving the process of continuation of the Initiative and at the same time the Coalition member Mayis Gulaliyev`s proposal to conduct special general meeting of the Coalition on April, 21;

  6. To assign Sabit Bagirov to appeal to the companies not joining the EITI with approriate inquiry;

  7. To appreciate a readiness of the BP representative for the discussion on individual disclosure of information at the meeting held at the Oil Fund. At the same time taking into account that some other companies had disclosure in the direction at the Conference in London and parties are interested in raising the level of transparency the principle of individual disclosure must be reflected in the Coalition`s suggestions.

Ogtay Gulaliyev`s suggestions connected with the third issue.were discussed and pieces of advice on the appropriate project were given.
