Coalition for Increasing Transparency in Extractive Industry Public Campaign "Oil revenues for all of us!" September 18- October 20 , 2006 Campaign Bulletin #4 Actions taken on October 09- October 19 October 9: Shamil Movsumov, member of the Coalition and head of the Group, Ogtay Gulalaiyev, member of the Coalition Council and Aydin Nasibov, representative of the International Eco-energy Academy and assistant of the Group, attended a round table held at the ball room of the Ismayilli municipality. Movsumov opened the event and informed participants about "Oil revenues for all of us" campaign. Ogtay Gulaliyev made a speech on the extractive industry transparency initiative. In their turn the participants were interested in formation of oil revenues in the State Budget, their spending, increasing of salaries of employees working in budget organizations and management of oil revenues. They supported events held by the NGOs Coalition within the framework of the campaign and were thankful to the organizers. October 10: A radio program Oil and Ecology of Azerbaijan within the framework of "Oil problems" radio-dialogue was put on Antenn 101 FM radio channel air by the "Inam" Pluralism Center, member of the NGOs Coalition. Fagan Aliyev, member of the Coalition Moniutoring Group and Soltan Aliyev, Head of the SOCAR Departement of Ecology discussed the ecological situation in the Caspian Sea and onshore areas, ways of recovering losses and replied to questions of radio listeners. October 11: A conference on "Oil revenues: useful spending and transparency issues" was held at the Azerbaijan State Economy University. Azer Mehtiyev, member of the NGOs Coalition for ITEI, editor-in-chief of the Expert magazine, Ali Hajiyev, dean of the Production and Service Sphere Faculty of the University, Alovsat Bayramov, representative of the Assistance Foundation to the Development of the Market Economy, Ehtiram Ali, coordinator of the "Organizing of lectures and discussions at universities" attended the event. Ali Hajiyev spoke about significance of increasing of transparency in the spending oil revenues and stressed importance of educating of students related to oil revenues. Ehtiram Ali told participants that the activity of the NGOs Coalition and future of the country almost completely depends on providing of transparency in the management of oil revenues. Azer Mehtiyev made a speech on "Oil revenues: useful spending and transparency issues". The participants were very interested in this issue and conducted discussions. Mehtiyev replied to question of students. October 13: A conference on the "Extractive Industry Transparency Initiative" was held at Azerbaijan Teachers University on Oct.13, 2006. Ogtay Gulaliyev, member of the Coalition Council, Ehtiram Ali, member of the Coalition, Farzali Gasimov, head of the project in Shaki, students and teachers of the University, members of Shaki municipality, pupils and teachers of secondary schools attended the event. Ogtay Gulaliyev made a speech on the "Extractive Industry Transparency Initiative" and informed participants about the essence, principles and criterions of EITI, Azerbaijan's participation in this initiative, existing state documents related to EITI, state commission on EITI, companies operating in the oil sector of Azerbaijan, significance of the Memorandum of Understanding (MoU) signed by three sides, aims and principles of the Coalition, Action Plans for 2007 and aims of "Oil revenues are for all of us" campaign. Establishment and obligations of the State Oil Fund of the Republic of Azerbaijan (SOFAZ) was discussed at the conference and the lecturer replied to questions of participants related to this issue. Oktober 14: Coalition Council members İlham Huseynli, Ogtay Gulaliyev and member of the Coalition Muhammed Talibli held a meeting with representatives of local communities in Jalilabad district. Ilham Huseynli made a speech and gave information about oil revenues, management of oil revenues and possible hazards to the participants. Besides local NGOs, representatives of local mass media, members of local municipality, intelligentsia, repesentatives of religious organizations and local communities took part in the meeting. October 17: 1) A conference on "Oil factor and benefits, disturbances, future opportunities and risks related with them" was held at the Sumgayit State University on Oct.17, 2006. Professor Fuat Rasulov, chairman of the Economic and Business Researches and Education Center, Ogtay Gulaliyev, member of the Coalition Council, Ehtiram Ali, coordinator of the project connected with universities and 56 teachers and students attended the conference. Ogtay Gulaliyev informed participants about establishment of the NGOs Coalition for ITEI and campaigns realized by the Coalition. Professor Fuat Rasulov made a speech on oil factor and benefits, disturbances, future opportunities and risks related with them. He stressed importance of establishment of the State Oil Fund (SOFAZ) and spoke about the influence of extractive industry revenues to the social situation of the population, significance of increasing of transparency in spending of oil revenues, directions of spending of oil revenues and providing of participation of the population and civil society institutes in adoption of decisions connected with oil revenues and their spending. 2) A radio program Transnational Oil Companies and Azerbaijan within the framework of "Oil problems" radio-dialogue was put on Antenn 101 FM radio channel air. Political scientists Mubariz Ahmedoglu and Elxan Shahinoglu discussed the role of transnational companies in the oil industry, economy and socio- political life of Azerbaijan, touched to positive and negative sides of their roles, replied to questions of radio listeners. October 18: Coalition Council members Nariman Agayev, Ogtay Gulaliyev, İlham Huseynli and member of the Coalition Ruhangiz Huseynova held a meeting with representatives of local communities in Ali Bayramli. Local NGOs, representatives of local mass media, members of local municipality and executive authorities, , intelligentsia, teachers and students and young people took part in the meeting. N. Agayev spoke about the aims of the meeting and O. Gulaliyev gave information about the reasons of making EITI vital and the aims of the Coalition, activities that it carries out and is intending to carry out, as well as the "Oil revenues for all of us" campagin. Ilahm Huseynli made a speech and talked about forthcoming big oil revenues which are to be accumulated in Oil Fund and underline that the effective use of these revenues is very important for the future development of the country and the civil society should achieve the transparency in spending of this money. The participiants of the events were delivered books, posters and calendars by the Coalition.
